The EU cooperates with Ukraine in the framework of the European Neighbourhood Policy and its eastern regional dimension, the Eastern Partnership. The ETF provides inputs to the relevant bilateral sub-committees, policy dialogue and monitoring, and the annual country progress reports on education, training and employment developments.
The EU4Skills project, ‘Better Skills for Better Jobs in modern Ukraine 2018-20’, became operational in July 2019. In 2020, the ETF is supporting the Delegation of the European Union to Ukraine, and cooperating with the project’s Support Group for Ukraine, in content monitoring and steering committee meetings maintaining focus on the VET and skills policy processes and dialogue. The ETF will also explore the policy approach to labour market and skills issues by the new government, following up on cooperation with the International Labour organisation in 2019, which focused on the skills matching agenda within the framework of inclusive labour markets for job creation.
In 2020, the ETF will continue to contribute to entrepreneurial key competence in the VET policy debate and support dialogue through cooperation with different implementing agencies including dissemination of the findings of Human Capital Dimensions of the Small Business Act Assessment focused on entrepreneurial learning.
