Report explaining the concept of lifelong learning to experts from the education, training and labour market sectors in the new independent states and Mongolia, and detailing the current state of play and relevance of this topic in these countries.
ETF's report on "Core and entrepreneurial skills in vocational education and training" follows the implementation of a number of projects on standards development in the New Independent States, and in particular in Kazakhstan. Local experts, who investigated the needs of employers, highlighted that the availability of core and entrepreneurial skills, in additional to the "technical" ones, is a critical issue. This publication, produced at the request of partner countries' experts, intends to clarify the development and use of core and entrepreneurial skills. The report also shows how these skills were concretely developed in Kazakhstan, in consultation with employers. It therefore tries to make a bridge between the concepts, theories and practical steps which VET practitioners can take to help young people develop skills that are of immediate use to employers in transition economies.
Analysis of availble labour market and employment data in this study indicates that having a VET background leads to a high probability of being employed today in Moldova.

The country monograph on vocational education and training and employment services provides baseline information and analysis to help assess the progress made in implementing the priorities identified in the Joint Assessment Paper on employment policy agreed between the Government of the Republic of Estonia and the European Commission. Current EU policies based on the Lisbon conclusions, such as the Lifelong Learning Initiative, and the European Employment Strategy set the framework for the analysis.
