Fraud prevention

The ETF has a variety of existing anti-fraud measures in place that enhance the prevention and detection of fraud within the ETF.

In 2014, ETF has drawn up the ETF Antifraud strategy and action plan, which takes stock of those measures, and which identifies the residual areas of intervention needed to strengthen the ETF anti-fraud framework.  This overall approach contributes to develop and implement an anti-fraud culture within the organisation. The Strategy has been elaborated taking into due consideration the principles of proportionality and cost-effectiveness of controls. In principle, the controls aimed at preventing and detecting fraud are not unlike those intended to ensure the legality and regularity of the transactions.

OLAF role

OLAF investigates fraud against the EU budget, corruption and serious misconduct within the European institutions, and develops anti-fraud policy for the European Commission. For more information please see http://ec.europa.eu/anti_frau d/index_en.htm

ETF cooperation with OLAF

ETF has decided in 1999 concerning the terms and conditions for internal investigations in relation to the prevention of fraud, corruption  and any illegal activity detrimental to the Communities' interest

OLAF is now extending this service to include a new Internet-based fraud reporting system, developed with OLAF’s specific role in mind. It provides informants with a structured format to help and guide them through the process of reporting offences.

Fraud notification system

Corruption and fraud can now be reported via the Internet, even anonymously: A new electronic system - "Fraud Notification System" (FNS) to make it easier and more secure for vigilant citizens and EU civil servants to report suspicious cases to the European Anti-Fraud Office (OLAF) is available at https://fns.olaf.europa.eu/
