The publication is the outcome of the activities conducted by ETF on guidance and counselling policies in 11 Acceding and Candidate countries. The information collection was based on a questionnaire designed by the OECD focused on issues as the key policy instruments and roles of national stakeholders, access, quality assurance, finance, delivery setting and methods.
