Skills for Enterprise Development
For sustainable competitiveness, social fairness and resilience in countries of the EU neighbourhood and Central Asia
The ETF’s initiative ‘Skills for Enterprise Development’ focuses on enterprise practices and engagement in skills development. It addresses the need for skills adaptation and enhancement enabling enterprises to respond and manage challenges, including the crisis generated as a result of the COVID-19 pandemic, and within a longer term perspective, contribute to a greener, inclusive and innovative society.
What are the objectives?
The initiative has two overarching objectives supporting the overall vision of engaging enterprises in skills development, and to support them to develop the skills they need to boost sustainable competitiveness, social fairness and resilience.
- The first is to promote across intermediary bodies, social partners and public bodies, the central role of skills in supporting enterprises of all sectors and size in their recovery and future competitiveness demands, in particular through promoting inclusive skills strategies, supporting innovation and greening.
- The second is to provide a platform for international exchange and knowledge creation in support of the development of enabling eco-systems, through learning and policy guidance, to support the transformation of enterprises, investments in skills development, upskilling and re-skilling.
What are the main activities?
- Promoting and working closely with networks and initiatives at both international and national level, from intermediary bodies, social partners, public actors and enterprises, focusing on skills development, up-skilling and re-skilling.
- Supporting skills development programs for enterprise development, through leveraging on initiatives organized by intermediary bodies.
- Enabling and contributing to networking good practices, experiences and tools to support skills identification and development in enterprises, in particular through leveraging on peer support, mentoring and coaching, and international good practice sharing.
- Catalyzing innovation through supporting design thinking and innovation generation, acceleration and matching for the benefit of skills development in enterprises.
Who are the partners?
The initiative will bring national, local and sectorial public and private networks in an international exchange and dialogue, facilitating the exchange among networks as well as with the EU stakeholders, international organizations and innovative enterprises sharing the purpose of the initiative. It will engage in evidence collection and sharing good practices examples.
In 2020/2021, together with countries’ stakeholders and the European Bank for Reconstruction and Development (EBRD) the initiative will launch a study to detect how innovative enterprises in the agribusiness sector in Egypt, Georgia, Morocco, Serbia, Turkey, Ukraine, Uzbekistan have put in place inclusive skills strategies and practices to enhance their resilience in dealing with the COVID-19 crisis and how skills have been supportive of demanded changes.
The ETF will also cooperation with the United Nations Industrial Development Organization (UNIDO) to detect how the industrial-manufacturing sector has been impacted by the COVID-19 crisis and how practices in enterprises have changed across the globe in relation to skills development, upskilling and reskilling.
