This report is the country specific contribution for Serbia. It was elaborated as a joint effort and follows a study design consisting of desk research, data exchange with partner institutions, as well as focus group meetings in June 2010 and a validation workshop conducted in September 2010.

This report represents a participatory review of progress with the technical and vocational education and training (TVET) system in the Occupied Palestinian Territory (OPT), developed within the framework of the European Training Foundation (ETF) Torino Process and aimed at providing a concise and documented analysis of vocational education and training reform in partner countries. The review includes identification of key policy trends, challenges, constraints, best practices and opportunities.
The Torino Process analysis in Kosovo has been a participatory process, engaging all the key Kosovo institutions and stakeholders including the development partners active in the VET sector in Kosovo. The aim of this report is to provide a concise, documented analysis of VET reform in Kosovo, including the identification of key policy trends, challenges, constraints, good practices and opportunities. The analysis of the report builds on a range of complementary quantitative and qualitative evidence, such as statistical data and indicators, good practices, qualitative assessments and existing studies and reports, drawn from different stakeholders in Kosovo and the donor community.
