The ETF Network for Excellence (ENE)
Transforming skills development through collaboration, innovation and excellence in vocational education and training
The ETF Network for Excellence (ENE) is a global community of Centres of Vocational Excellence (CoVEs), VET providers and cooperation partners working to transform vocational education and training (VET).
Since 2020, ENE has helped institutions build partnerships, share best practices and shape policies that drive skills development and reform. Today, this dynamic network has grown to over 330 members across more than 50 countries worldwide.
ENE’s key initiatives: Shaping the future of skills
ENE is committed to transforming the future of skills development by driving change in the VET sector. Its initiatives work from both the top down and the bottom up, inspiring innovation and action within institutions and communities. Building on these experiences and insights, policy recommendations are formulated to further develop CoVEs, ensuring education and training systems keep pace with evolving labour market needs.
By bridging these two approaches, ENE creates a dynamic and holistic environment where ideas from all levels come together, generating sustainable solutions that deliver meaningful change.

Supporting ENE members with key tools
ENE integrates key tools from the EU-funded Internationalising vocational excellence (IntVe) project to help members strengthen their global reach and impact:
- ISATCOVE, a self-assessment tool to benchmark and improve international best practices.
- The Committed to Excellence certificate, with inclusion in the registry of certified vocational excellence providers.
- Vocational Excellence e-library, including case studies, toolkits, learning resources and publications addressing the different areas of vocational excellence.
- IntVE Knowledge Packages, highlighting how to develop successful partnerships.
- A Cookbook on Vocational Excellence, inspiring a tailored approach to achieving vocational excellence
By leveraging these tools, ENE members can enhance education quality, achieve international recognition, and drive excellence in vocational training.
International initiatives and collaborations
ENE actively collaborates in international initiatives, including the Community of Practice of Centres of Vocational Excellence (CoP CoVEs). As part of this collaboration, ENE participates in the annual Forum on Vocational Excellence, where representatives from CoVEs across Europe convene to exchange experiences, share best practices and co-create solutions to common challenges.
