Empowering the fair transition in EU neighbourhood and Central Asia
The accelerating low-carbon transition, driven by the Paris Agreement, is reshaping sectors and labour markets in the EU Neighbourhood and Central Asia. This report examines how 25 countries integrate human capital considerations—employment, education, and skills—into their Nationally Determined Contributions (NDCs). Most countries only partially embed these aspects, with fragmented approaches and limited policy coordination. To ensure a fair transition, the report urges stronger inclusion of human capital needs in climate planning, emphasising targeted upskilling, stakeholder engagement, and cohesive national strategies. Future NDCs and reports should treat employment and skills development as strategic pillars for sustainable, inclusive growth.
