Aligning climate ambition and workforce development in Serbia

Serbia has strengthened its climate ambitions, but turning targets into results will require greater investment in people, skills and institutions. This report examines how workforce development, education and labour market systems can support the country’s transition to a low-carbon economy and its EU accession goals. Drawing on policy analysis and stakeholder consultations, it identifies gaps in skills anticipation, workforce planning and cross-government coordination, while highlighting the importance of a just transition for workers and communities. The report offers practical recommendations to better align climate action with human capital development, helping ensure that Serbia’s green transition is inclusive, effective and sustainable.
