Evaluation of the ETF
The external evaluation of the ETF has been concluded and the final report is now available.
The report examines the effectiveness of the ETF interventions and concludes that the ETF effectively shapes the course of VET development in partner countries and that the Torino Process has been a key and successful development for the organisation and many partner countries.
Improvements should be sought in in identifying the different countries' capacity to absorb ETF interventions since there is still a gap between the high quality of the ETF activities and the implementation of subsequent policy reforms carried out in the countries. The Torino framework should be used to identify the conditions needed for the success of the interventions.
