INTPA VET training – practical training about VET and employability opportunities

The ETF is contracted by Directorate-General for International Partnerships (DG INTPA, E2 Unit responsible for capacity development and expertise building for all EU delegations in the field of VET) to deliver a training seminar in Lilongwe, Malawi, from 8 to 10 November 2022, with EU delegations from 10 countries: Eswatini, Kenya, Malawi, Mozambique, Namibia, Rwanda, South Africa, Sudan, South Sudan and Zambia. 

Objectives of the training 

  • to increase the knowledge of participants how to conceive and design vocational education and training and skills development programmes starting from identification of employment opportunities, notably those opportunities resulting from their own country priorities described in the EUD’s programming documents (i.e. Multi annual indicative plans (MIPs), Action Documents, TEIs), EFSD+ and other European investments or trade; 

  • to provide participants with concrete methods and tools supporting their work around the programming cycle (analytical tools, available policy advice/technical support, policy dialogue mechanisms). 

Learning outcomes 

At the end of the training, participants will: 

  • be able to conceptualize how to position VET in a support role of broader employment opportunities, notably created as a result of European Aid, Trade and Investment; 

  • understand what and how, and with which stakeholders, elements of the VET system need reform to enhance concrete employment opportunities; 

  • improve awareness about methods for identifying employment opportunities and main angles for analysing and reforming a VET policy in a given socio-economic context (access, equity, quality, relevance, governance, financing); 

  • have concrete hints and tools for integrating VET and skills development interventions in the programming cycle (starting from MIPs) of the country, and for designing systemic and well-targeted support programmes aiming at reforming VET sector.
