GLAD (Governance, Learning, Action, Dialogue) network meeting on work-based learning

The online seminar is being conducted under the ETF GLAD network as an initial meeting of an ETF activity on the management and governance of work-based learning. The activity will review practices in the management of work-based learning programmes in Serbia, Montenegro and Albania. The activity will commence in June and conclude in December 2022.

The activity will examine how different actors participate in four areas – the matching of students to areas for which there is skills demand, the assessment of student competence, the monitoring of the capacity of workplaces to provide training, and to programme development (incl. occupational standards/curriculum/learning content/assessment standards etc.). 

Previous ETF analyses on governance have revealed the involvement of stakeholders in the different stages of the policy design and implementation process of work-based learning as a key success factor.

The objective of this meeting is to discuss the characteristics of the successful organisation of work-based learning, and to identify feasible options that government programmes can use to support effective stakeholder participation in different areas, e.g. in occupational standards development, curriculum delivery, the design of the learning content as well as the assessment process.

The seminar will discuss involving schools, social partners and government agencies as well as their interaction.  An overall aim of the ETF activity is to identify how to share tasks between the different actors while respecting the diversity of contexts.
