The Commission will seek to find solutions together with Member States to cooperate with Ukrainian authorities and awarding bodies to have qualifications reissued where possible. The Commission is looking at how the Europass Digital Credentials infrastructure https://europa.eu/europass/en/europass-digital-credentials can be used to re-issue qualifications in digital formats for that purpose.

If you have lost your education document or you do not have access to it, the Unified State Electronic Database on Education (EDEBO) of Ukraine (https://info.edbo.gov.ua/) will help generate an electronic confirmation of the received education in electronic form, if education was completed in 2000 and onwards (depending on the educational degree). To do this, you can use the following registries:

1. REGISTER OF DOCUMENTS ON EDUCATION (https://info.edbo.gov.ua/edu-documents) - The Register contains information and data on education documents produced since 2000, except for information on graduates of military higher education institutions and military educational units of higher education institutions
2. REGISTER OF CERTIFICATES OF INDEPENDENT EXTERNAL EVALUATION (https://info.edbo.gov.ua/zno-certs) The Register contains certificates of independent external evaluation, produced since 2008.
