This study focuses on the practical aspects of developing and implementing qualifications frameworks and their links to qualifications systems. It covers ten very different countries across the world – Australia, Chile, England, France, Kosovo, Malaysia, Morocco, Namibia, Tajikistan and Turkey – and looks at how different contexts influence the development of qualifications, the coordination of systems, the use of qualifications for assessment and certification and learning and cross-cutting issues like communication, quality assurance and resources.

This review of human resources development in Croatia focuses on the interplay between education and training in a lifelong learning perspective and employment. It also reflects on the importance of equal opportunities in society for the quality of human capital development and takes into consideration the inclusiveness of Croatia's education, training and employment systems.
