Quality assurance in vocational training
Ensuring quality in vocational education and training (VET) is essential for skills development and employability. The European Training Foundation (ETF) supports this through a comprehensive framework and collaborative initiatives.
ETF’s Approach to Quality Assurance
The ETF's approach to promoting quality assurance in vocational education and training (VET) is based on a conceptual framework focusing on five key areas:
- policy and governance
- qualification standards
- provision
- assessment, validation and certification
- data.
The framework includes sample measures and indicators, adopts a European and international perspective, and aims to support the development of a quality culture.

Forum for Quality Assurance in VET
In 2017, the ETF launched the Forum for Quality Assurance in VET, bringing together representatives from national ministries and agencies across:
- South Eastern Europe and Türkiye
- Southern and Easern Mediterranean
- Eastern Europe
The forum helps member countries modernise and improve quality assurance in VET through transnational peer learning. It aligns with EU policies, including the Reference Framework, and connects with the EQAVET Network, enabling access to EU Member States’ developments and wider networking opportunities.
Key activities and peer learning
Since its establishment, forum members have engaged in:
- Monitoring and reporting on quality assurance systems and mechanisms
- Mapping EQAVET indicators: understanding relevance, coverage, and data collection
- Participating in peer learning activities, such as:
