The challenge of policy implementation: A comparative analysis of vocational school reforms in Albania, Kosovo and Turkey - Peer learning 2007

In 2007, the ETF launched a peer learning exercise focusing on the way vocational schools implement policy reforms in Albania, Kosovo and Turkey, with a view to better understanding how policy intentions and goals are translated into real outcomes. How do reforms change schools? How do schools change reforms? These and many other related questions were addressed by a group of 17 peers (policymakers, VET experts, school principals); this report presents their key findings and conclusions.
