This publication describes what kinds of services the ETF can offer and how and to what extent these can be utilised by individual Member States, groups of Member States and third parties. Recognising the added value of multilateral teamwork, the European Commission will aim for close interaction with bilateral operations of individual Member States in the new programmes that will put the theory of the new European Neighbourhood Policy into practice from 2007. The ETF strives to encourage and support such interaction by reinforcing its campaign for closer coordination among national policies and bilateral or multilateral programmes.
