Enact comprehensive legislation regulating VET for all target groups and providers; assign executive functions for VET development & management to a fully resourced Agency for VET and Adult Education; give schools more autonomy in terms of staff, courses, budgets and partnerships within national frameworks for qualifications, quality assurance and accountability; develop capacities of school leaders.
