National qualifications framework – Azerbaijan

The Azerbaijan National Qualifications Framework (AzNQF) was adopted by ministerial decree in July 2018. It is an 8-level comprehensive framework.
Azerbaijan joined the Bologna Process in 2005 but has not self-certified yet.
Azerbaijan’s Ministry of Science and Education (MoSE) gives broad policy direction to the NQF, while three decentralised agencies implement the framework at education sub-sector level.
The main legal basis and structure are in place, and some supporting regulations have followed, but key procedures – such as systematic placement of all new and existing qualifications, and fully articulated quality assurance mechanisms - are still being developed or piloted. No qualifications are yet placed in the framework. There is not yet wide use of the NQF by learners, employers, and providers. Therefore, while the foundation is well established, the NQF is in the activation stage.
