The role of civil society organisations in human capital development and lifelong learning
The policy brief highlights the growing importance of Civil Society Organisations (CSOs) in Human Capital Development and Lifelong Learning across ETF partner countries. Drawing on evidence from eight national case studies, it shows that CSOs contribute through advocacy, service delivery, non‑formal learning, community engagement and policy dialogue. Despite limited funding, institutional barriers and inconsistent participation mechanisms, CSOs demonstrate strong potential to address skills gaps, support vulnerable groups and strengthen inclusive governance. The brief calls for institutionalised collaboration, sustainable financing, stronger representation and enhanced CSO capacity to enable their full role as partners in shaping responsive, equitable and future‑ready HCD systems.
