Monitoring VET Recommendation and Osnabrück Declaration – Serbia 2023

Serbia participated in the EU's first integrated VET monitoring in 2023, focusing on three national priorities: resilience, inclusiveness, and digital attractiveness. This aligns with its EU accession strategy and reforms under the 2030 Education Strategy. In 2021–2022, progress was made in digital skills, lifelong learning, labour market alignment, and piloting the Youth Guarantee. Political instability after the 2022 elections briefly delayed implementation. The brief supports EU-wide VET monitoring and tracks Serbia’s national progress toward sustainable and inclusive vocational education reforms.
