Monitoring VET Recommendation and Osnabrück Declaration – Montenegro 2023

In 2023, Montenegro participated in the EU's first integrated monitoring exercise on VET, aligning with the Council Recommendation and the Osnabrück Declaration for green and digital transitions. The country’s VET Strategy 2020–2024 supports key reforms, including digital skills development, work-based learning and qualifications aligned with labour market needs. Despite political instability and a prolonged technical government, progress continued in implementing lifelong learning and Youth Guarantee structures. These reforms reflect Montenegro’s EU accession goals and feature in its economic programmes. Cooperation among national institutions and stakeholders underpins the VET policy development efforts.
