Key policy developments in education, training and employment – Albania 2023

In 2023, Albania focused on recovery from recent crises—earthquake, pandemic, and inflation—while addressing long-standing issues in education and employment. The new National Employment and Skills Strategy (2023–2030) promotes digitalisation, sustainability, and lifelong learning. Public employment services and support for vulnerable groups have been strengthened, alongside the piloting of a Youth Guarantee. Employment rates and incomes have modestly improved, with NEET rates on a steady decline.
