Governance practices for Youth Guarantee - The case of the Republic of Slovenia

The European Union is supporting candidate and neighbouring countries in adopting and implementing the Youth Guarantee (YG) scheme to ease young people’s transition into quality employment.
The YG framework shall adapt to the specific economic and social context; in view of this adaptation, countries that are in the start-up phase of the YG can find the lessons from the implementation in EU member states useful.
This working paper focuses on the experience of Slovenia over more than 10 years. It documents in particular the partnerships that in Slovenia have been formed through the engagement of public authorities and agencies, social partners, civil society organizations, and various associations in the YG implementation. These partnerships have become a critical enabler for the YG in EU member states, since the scheme was launched in 2013.
