Guidelines for Impact Assessment of Active Labour Market Policies in Fragile Contexts
The key objective of this thematic paper is to present guidelines that provide practical and detailed instructions for the design and implementation of (impact) evaluations of ALMPs. Taking into account the research cycle, it provides guidance on the different phases, such as (a) the planning phase, including relevant resources required (financial resources, human resources, research infrastructure, etc.), expected timelines, the most common types of research design, and examples of data collection tools; (b) the implementation phase; and (c) the analytical and communication phase.
