Building Evidence Ecosystems in Education, Employment, and Training: A Peer Learning Event

The ETF and Egypt Impact Lab have joined forces in early 2025 towards the preparation and organization of the Peer Learning event "Building Evidence Ecosystems in Education, Employment and Training" that took place in Cairo on 8-10 April 2025.

The education, training, and labour market landscape is experiencing significant transformation, which necessitates evidence-based approaches for policy design and implementation. The event was seeking to translate lessons learned into effective policy implementation in Active Labour Market Policies (ALMPs), Education and Training, as well as to deepen participants' understanding of randomized evaluations as a tool for rigorously measuring social impact. Over two and a half days, the event covered the transition from evidence and policy dialogue to practical implementation, focusing on when and why randomized evaluations are appropriate, the methods and considerations for their design and execution, and how findings could guide evidence-based policy and program development.

The learning sessions were designed to build technical capacity in evaluation methodologies and foster a community of practice among implementation partners.

The event benefitted from the presence of senior government officials, policy-decision makers, and experts representing the ministries of labour, education, and public employment services, representatives of international and European organizations, programme managers and specialists in monitoring and evaluation. At local level, the event was attended by representatives J-PAL MENA, EU Delegation, Ministry of Labour, Ministry of Education, and Technical Education, IOM, GIZ, UNICEF, UNDP.
