Towards Vocational Excellence: Building Skills Ecosystems for the Future explores how vocational education and training (VET) is evolving to meet the demands of a rapidly changing world of work. Based on the experience of the ETF Network for Excellence (ENE) with more than 330 institutions across 50+ countries, the report presents insights on skills ecosystems, lifelong learning, quality assurance, teacher empowerment, internationalisation, and policy frameworks. It introduces practical tools such as the ENE Self-Assessment Tool (ENESAT) and the International Self-Assessment Tool for CoVEs (ISATCOVE), showing how VET institutions can benchmark, innovate, and grow. The document positions vocational excellence not as an elite goal but as a systemic approach for building future-ready skills, green and digital competences, and inclusive labour markets.
