About

DARYA aims to foster participatory and inclusive dialogue mechanisms at national and regional levels as the cornerstone of long-term, sustainable cooperation in the region. As part of this effort, the 5th DARYA High-Level Group meeting will convene in Ashgabat, Turkmenistan in October. The meeting will examine how skills development can contribute to sustainable transport connectivity in Central Asia, with a particular focus on the Trans-Caspian Transport Corridor (TCTC). 

The meeting will facilitate reflections on shared challenges and identification of opportunities for coordinated regional policy responses. Discussions will explore how workforce development can strengthen corridor performance and competitiveness by building on DARYA’s work in transport and logistics. The meeting will also situate these discussions within the broader EU-Central Asia strategic partnership, the Global Gateway strategy, and ongoing EU support for sustainable transport connectivity, investment, and regional cooperation in Central Asia.

Participants will include the EU Special Representative to Central Asia; Deputy Ministers of Education and of Labour of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan.

There will be representatives present from the European Commission (DG INTPA), the European External Action Service (EEAS) and EU Delegations, as well as Team Europe Partners: EU Member States and EU financial institutions. 

Sectoral stakeholders and partners from the EU and Central Asia will also be attending, including public authorities, industry and private sector representatives. 

The meeting highlights are expected to consist of: 

  • Discussions on policies and practices related to prioritising skills development and transport connectivity across Central Asia;
  • Discussions on regional skills challenges affecting the Trans-Caspian Transport Corridor  (TCTC);
  • Sessions on business skills needs, emerging occupations and workforce challenges linked to the corridor;
  • Country reflections on labour market trends and skills gaps in transport and logistics;
  • A panel on innovative approaches to skills provision, industry partnerships and vocational excellence. 

The event will be conducted in English with simultaneous interpretation into/from Russian.
