New forms of work and platform work in Central Asia Country profile: Kazakhstan

The present report is exploring new forms of work in Kazakhstan, particularly online work on and off digital platforms and on-location platform work. It investigates the prevalence of these new types of work, their appeal to workers, workers’ profiles, working conditions, the current regulatory landscape, as well as the relevant policy implications. This report is one of four reports developed within the scope of the ETF research project in Central Asia, which also encompasses studies in Tajikistan, Kyrgyzstan, and Uzbekistan.


The report on Kazakhstan was developed based on data obtained through desk research, scraping of online labour platforms and stakeholder interviews. The development of the report, including the empirical research, encompassed the period from May to October 2023.
