Centres of Vocational Excellence (CoVEs): Working together for feeding excellence into VET system in Algeria

From 11 to 13 May 2026, the European Training Foundation (ETF), in cooperation with the German Agency for International Cooperation (GIZ) and the Algerian Ministry of Training and Vocational Education (MFEP), is organising a workshop dedicated to Centres of Vocational Excellence (CoVEs) in Algeria.
The workshop brings together national and international stakeholders, including representatives of the 18 Centres of Vocational Excellence recently designated by the MFEP, to support a shared understanding of the CoVE model and its effective and sustainable implementation within the Algerian vocational education and training (VET) system.
Together with the European Commission and international partners, the ETF supports partner countries in advancing vocational excellence by strengthening CoVEs as innovation‑leading hubs. CoVEs contribute to better aligning VET provision with labour‑market needs, fostering innovation, and supporting regional and socio‑economic development. In Algeria, the establishment of 18 CoVEs marks a significant milestone in strengthening the VET system and enhancing cooperation between training institutions, the economic sector and public authorities.
The joint ETF–GIZ–MFEP workshop aims to raise awareness and build a shared understanding among CoVE stakeholders on how to design, implement and sustain the CoVE model in line with national policy priorities and European and international concepts and standards, including support under AEDA II.
Participants will deepen their understanding of the CoVE concept and its systemic components, explore practical implementation tools and mechanisms – including ETF excellence dimensions and ISATCOVE – and identify priorities for partnership building, networking and continuous improvement, with particular attention to the digital and green transition.
