The event 

For two days, Turin will welcome ministers, European officials, and international experts to discuss how to make lifelong learning a cornerstone of EU accession policies and cooperation programmes with neighbouring countries. 

The initiative, organised by the European Training Foundation (ETF) – the European Union agency based in Turin – is held in cooperation with DVV International, the Institute for International Cooperation of the German Adult Education Association (Deutscher Volkshochschul-Verband). 

Context 

The event takes place within the framework of the European Commission’s new Union of Skills strategy, launched in 2025, which aims to make skills development accessible to all citizens, of all ages, and without barriers. 

A key question will guide the discussions: How can candidate countries, EU Member States, and stakeholders work together to turn lifelong learning from a policy objective into a tangible right for all? 

Agenda 

  • Opening session with local authorities, followed by three panels with Ministers and State Secretaries for Education, Labour, and Economy from EU neighbouring and candidate countries. 
  • Working groups focused on national strategies for adult learning. 
  • Field visits to innovative learning and inclusion initiatives in Turin, organised in cooperation with the Turin Industrial Union, the Adult Education Centres (CPIA), and the Fondazione per la Scuola of Compagnia di San Paolo.

The European Training Foundation (ETF)
