Work-based learning practices in the context of active labour market policies in the Western Balkans
This report analyses WBL in ALMPs across six Western Balkan countries – Albania, Bosnia and Herzegovina (BiH), Kosovo*, North Macedonia, Montenegro, and Serbia. Benchmarking national practices against the European Quality Framework for Traineeships (EQFT), it assesses the quality, effectiveness and inclusiveness of WBL measures supporting unemployed people and vulnerable groups. The report highlights progress in formalising traineeships, strengthening mentoring arrangements and enhancing learner protection, while identifying gaps in recognition of outcomes, monitoring and evaluation mechanisms as well as quality assurance. It also provides practical and feasible policy recommendations to support alignment with EU quality standards across the Western Balkans.
