It is also intended to inform the forthcoming debate on the European Neighbourhood Partnership Instrument (ENPI) in the EU institutions and gives recommendations as to how the measures proposed in the draft instrument can be taken forward in order to ensure effective and sustainable reform and what contribution a specialised agency, such as the ETF, could make to this process.
