Aligning climate ambition and workforce development in Moldova
Moldova has set some of the most ambitious climate targets in the region, but achieving them will depend on more than policy commitments. This report examines how skills, education, labour market institutions and governance arrangements can support the implementation of Moldova’s Nationally Determined Contribution (NDC 3.0) and its EU accession objectives. It highlights the growing importance of workforce preparedness, skills anticipation and just transition measures in delivering climate action. Drawing on policy analysis and stakeholder consultations, the report identifies key implementation challenges and offers practical recommendations to better align climate ambition with human capital development and long-term economic transformation.
