    Analysis for the Torino Process in the Republic of Moldova was undertaken on the basis of a high degree of participation. The Ministry of Education appointed the Republican Centre for Vocational Education and Training (VET) Development to collect qualitative and quantitative evidence and ensure broad consultation. The Republican Centre actively organised four focus group discussions and a number of individual interviews involving experts, teachers, school directors, high level officials and representatives of the private sector. The Centre also gathered other relevant data and drafted a self-assessment report. ETF used the outcomes of this vivid debate and extensive feedback from the meeting to build on the self-assessment document and draft this Torino Process report. The document also embeds elements from recent ETF studies of the human capital and the labour market in the Republic of Moldova.

    This report has been written in close consultation with Armenian authorities: the Ministry of Education and Science, the Ministry of Economy, the Ministry of Labour and Social Issues, the State Employment Service Agency, the Chamber of Commerce and Trade of Armenia, and the Republican Union of Employers of Armenia. The report is based on a review of existing documents and on the experience and involvement of the ETF in the VET reform process through various contacts with stakeholders. The statistics come from the National Service of Statistics. The Global Development Fund of Armenia has provided useful support to the ETF in the elaboration of this report.

    The present paper is the country-specific contribution for Albania. It has been elaborated as a joint effort and follows a study design consisting of desk research, data exchange with partner institutions, focus group meetings in NAVET premises on 19 May 2010, and a validation workshop conducted at the Ministry of Education and Science on 1 July 2010. During this intensive consultation process, facilitated by the ETF, the main national stakeholders (representatives from relevant ministries, social partners, the education system, businesses and the civil society) discussed the state of play and provided recommendations for its improvement. The ETF produced the final report, based on the key discussion points and messages.

The analysis is comprehensive and clear and consistently based on facts and figures. The review also aims to provide options and recommendations for a future human resources development strategy.

Il a été élaboré de manière participative et prend en compte une étude documentaire préalable, des échanges de données avec les institutions partenaires, la tenue de réunions organisées dans le pays avec un groupe cible en mai 2010 ainsi qu’une réunion de validation organisée en juin 2010. Tout au long de ce processus intensif de consultation facilité par l'ETF, les principaux acteurs nationaux (représentants des ministères, des partenaires sociaux, du système d’éducation et formation, du monde de l’entreprise et de la société civile) ont discuté de la situation existante et proposé des recommandations pour son amélioration. L'ETF a finalisé le document sur la base de ces points et messages-clés.
