Skills and migration in changing labour markets

This paper analyses how ongoing transformations in labour markets, migration regimes and systems of skill formation are reshaping the relationship between mobility and human capital development. Drawing on evidence from the Western Balkans, Central Asia and Sub-Saharan Africa, it shows that migration can both enhance skills and drive development, or lead to skills loss and structural imbalances, depending on conditions.  It provides conceptual insights and empirical findings to clarify these dynamics, alongside practical policy recommendations. The study aims to support more balanced, informed and humane approaches that maximise the developmental benefits of migration as a shared prosperity.
