Quality in vocational education and training is an issue that tops the agenda in government conferences and in school meetings. If learning doesn’t lead to satisfactory outcomes, everyone loses: learners, employers and society at large.
Once again the ETF invites its partner countries to analyse progress in their vocational education and training policies and systems, and launches the third round of the Torino Process (the first two rounds were carried out in 2010 and 2012). This paper provides an introduction to the process, its analytical framework, and a list of indicators and their definition.
