The Association Agreement between Ukraine and the EU mentions the establishment of an NQF to improve transparency and recognition drawing on EU experience. Ukraine is still outside the EQF, but its NQF was compared with the EQF through a dialogue. The comparison covers many aspects, including the levels, use of learning outcomes, quality assurance etc.
