    In the period covering the mid-term perspective (2010-13), due to the financial and economic crisis, ETF support to the partner countries is more necessary than ever both for short-term initiatives, and for longer-term ones. The ETF will contribute to the development of education and training in a lifelong learning perspective to support economic recovery and minimise the social impact of the crisis by finding the skills necessary to foster productivity and employment and by reinforcing social cohesion through civic participation.

    This paper examines capacity development, education and fragility and the links between these by reviewing relevant research and policy literature. It is well documented that capacity development constitutes a crucial challenge in any developing country. Is capacity development in fragile contexts different from capacity development in other contexts? How is capacity development for education in fragile contexts different form capacity development in other sectors? These questions – among others – are at the core of this paper that is intended to stimulate debate and support the development of effective and sustainable capacity development strategies.

How can the role of women be strengthened in the labour market? In attempting to gain an insight into these issues, the project focused on two sectors with a high potential for generating employment and a need for skilled labour force, namely tourism and ICT sectors.
