Evaluating Apprenticeships: strengthening quality, accountability and policy learning
Evaluation is essential to improving the quality, relevance and effectiveness of apprenticeship systems. This guidance note from the Interagency Group on Technical and Vocational Education and Training (IAG-TVET) explores why and how apprenticeships can be evaluated. It presents key evaluation approaches and tools, including tracer studies, surveys, impact evaluations, cost-benefit analysis and case studies, illustrated by evidence from different countries. The publication highlights the importance of credible, comparable and inclusive data, mixed methods and stakeholder engagement. It also provides recommendations for embedding evaluation in apprenticeship governance and social dialogue, so that evidence can inform policy, programme design and continuous improvement.
