Education, skills and employment: Trends and developments 2025
The ETF Cross-Country Monitoring Report 2025 presents recent developments in education, skills and employment in 26 partner countries of the ETF across Central Asia, Eastern and Southeastern Europe, the Caucasus, and the Southern and Eastern Mediterranean. Drawing on extensive data collected through flagship monitoring initiatives of the ETF such as KIESE and Torino Process, the report describes how effective countries are in providing access to lifelong learning, ensuring quality and relevance of learning outcomes, and managing their education and training systems. By combining quantitative indicators with structured expert surveys, the report provides a structured basis for peer learning, policy dialogue and targeted reform across partner countries.
