    This document aims to reflect on and draws conclusions from experience and developments since the last Advisory Forum plenary meeting in 2003 and to identify the implications of the EU's new external assistance instruments for partner countries with partner country representative, international colleagues and experts. The document focuses on two main dimensions of the concept of skills for progress: firstly, that skills formation through HR development needs to be strongly represented in implementing the new Instrument for Pre-accession, the European Neighbourhood Policy Instrument and the Development Co-operation and and Economic Co-operation Instrument; and secondly, that there is a need for further elaboration of policy learning based on developments and experience in partner countries over the past three years.

    This methodological note was produced in the framework of the MEDA-ETE regional project's component regarding the 'Euromed Observatory Function'. It aims at promoting the development of indicators for vocational training systems in the Mediterranean region. It focuses particularly on the governance of vocational training systems and proposes a set of criteria to measure their development on the basis of relevant indicators. It concentrates initially on the benefits of introducing governance criteria to improve the results and the effectiveness of vocational training systems. It also covers ways of structuring indicators to measure the development and progress of governance in vocational training. A series of examples are given of possible indicators suited to the Mediterranean region.

    This methodological note was produced in the framework of the MEDA-ETE regional project's component regarding the 'Euromed Observatory Function'. It contains guidelines for developing indicators used to assist with decision-making when implementing education and vocational training policies linked to labour market requirements. It begins with difficulties related to indicator development and then presents the different initiatives under way at international level in the field concerned and the most recent developments. It indicates the obstacles encountered when collecting information and explains how to overcome them while systematically focusing on the quality aspects. It presents avenues for developing indicators relating to priorities identified by the donors and the countries themselves as strategic for supporting reforms in the Mediterranean region.

    This document brings together the latest information that the ETF has compiled on the situation of vocational education and training in the countries that will be covered by the Instrument for Pre- Accession (IPA) to be launched by the European Union at the beginning of 2007. The country sections present an overview of the social and economic context of each of the IPA countries, an analysis of the education system and a short review of the main initiatives in education and training carried out by international donors in the country. Each country chapter also puts forward suggestions for future donor investments in the HRD sector.
