Ten Moves Ahead: Armenia’s Education Governance and Financing for Equitable Access - Rapid Education Diagnosis (RED)

The Rapid Education Diagnosis (RED) offers a comprehensive, evidence‑based review of Armenia’s education sector across inequalities, financing and governance. It identifies opportunities to expand preschool access, strengthen pathways, and improve teaching and learning conditions, particularly in rural areas. The report highlights the need to optimise budget planning and execution, enhance the use of EMIS data, and streamline coordination across ministries, agencies and regional authorities. RED’s recommendations focus on improving governance mechanisms, strengthening resource allocation and diversifying financing, and reinforcing the institutional capacity of the national education governance to support effective and equitable education system improvements.
