    This edition of Key Indicators presents data collected in 2003 and 2004 in South Eastern European countries and territories through the ETF's network of National Observatories. Some of the data were supplemented by those (in particular EU averages) collected by Eurostat and OECD. Data on education and labour market are compiled by ETF from official responses to questionnaires or from reports provided by education authorities in each country and are mainly used for comparative analysis. While it is difficult to assess the effectiveness of the different policy options on a common basis, the information presented in this report shows that comparative analysis could in any case be a useful instrument for informing the debate. To advance the debate further, reliable and relevant information of good quality is needed. The publication focus on the access to and participation in education and initial vocational education.

Entitled “Education and media: a partnership for progress,” the publication is a follow-up to a seminar on the role of the media in the distribution of education and training news organised by the ETF.
