Building Better School Networks – Challenges and Lessons from Armenia, Estonia, Georgia, Latvia, Moldova and Ukraine

Building Better School Networks Report explores how countries can adapt their school systems to demographic decline, rising costs, and equity challenges. Prepared by the European Training Foundation under the EU‑financed SER programme, the report aims to document experiences and foster peer learning. It draws on a peer‑learning process involving Armenia, Estonia, Georgia, Latvia, Moldova and Ukraine, combining country presentations, stakeholder exchanges, survey inputs and desk research. The report analyses key challenges—such as under‑enrolled schools, governance constraints and infrastructure gaps—and reviews practical approaches including school consolidation, resource sharing and stakeholder engagement. It highlights lessons learnt to support evidence‑based planning and more efficient, equitable and sustainable school networks.
