This document provides a survey of Israel's plans to increase the number of students in technological and vocational tracks, and in technological schools; and to invest in educational infrastructures, including advanced workshops and laboratories in schools, and regional technology centres. It also describes the ‘Technicians with Matriculation’ (Tech-Mat) programme, the ‘Springboard to Industry’ programme, programmes to develop a cadre of professional teaching staff for technological education, and refresher courses for teachers in cooperation with industry. It includes a proposal to offer special compensation to technology education teachers so that their salaries compete with those in the industrial sector. This would include remuneration for mentoring projects and developing innovative programmes.

As part of the 2010 Torino Process, and following a request by the European Commission's Directorate-General for Education and Culture, the ETF has also launched a study on the co-operation between education and business in all its partner countries. In Jordan, the ETF country team has worked closely with the secretariat of the E-TVET Council to gather and analyse evidence of policies, trends, bottlenecks and challenges. In April, ETF organised two focus group meetings at which the main stakeholders were represented. In early July, the draft reports of both the VET review and the education and business study were discussed with the same stakeholders.

Analysis for the Torino Process in the Republic of Moldova was undertaken on the basis of a high degree of participation. The Ministry of Education appointed the Republican Centre for Vocational Education and Training (VET) Development to collect qualitative and quantitative evidence and ensure broad consultation. The Republican Centre actively organised four focus group discussions and a number of individual interviews involving experts, teachers, school directors, high level officials and representatives of the private sector. The Centre also gathered other relevant data and drafted a self-assessment report. ETF used the outcomes of this vivid debate and extensive feedback from the meeting to build on the self-assessment document and draft this Torino Process report. The document also embeds elements from recent ETF studies of the human capital and the labour market in the Republic of Moldova.

This report has been written in close consultation with Armenian authorities: the Ministry of Education and Science, the Ministry of Economy, the Ministry of Labour and Social Issues, the State Employment Service Agency, the Chamber of Commerce and Trade of Armenia, and the Republican Union of Employers of Armenia. The report is based on a review of existing documents and on the experience and involvement of the ETF in the VET reform process through various contacts with stakeholders. The statistics come from the National Service of Statistics. The Global Development Fund of Armenia has provided useful support to the ETF in the elaboration of this report.

The present paper is the country-specific contribution for Albania. It has been elaborated as a joint effort and follows a study design consisting of desk research, data exchange with partner institutions, focus group meetings in NAVET premises on 19 May 2010, and a validation workshop conducted at the Ministry of Education and Science on 1 July 2010. During this intensive consultation process, facilitated by the ETF, the main national stakeholders (representatives from relevant ministries, social partners, the education system, businesses and the civil society) discussed the state of play and provided recommendations for its improvement. The ETF produced the final report, based on the key discussion points and messages.

The present paper is the country-specific contribution for Armenia. It has been elaborated as a joint effort and follows a study design consisting of desk research, data exchange with partner institutions and a validation workshop conducted in July 2010. This document will serve as an input for a regional ETF study, relevant for the context of the Eastern Partnership and for a cross-country ETF study of education and business cooperation.
