    This publication presents documentation, analyses and reflections on the ETF LEARN project for South Eastern Europe, which was carried out between 2007 and 2009. The project, which was co-financed by the Italian Ministry of Foreign Affairs, was designed as an innovative way of making use of peer learning. Both experience and scientific studies have demonstrated that for learners who are adult professionals, peers may be the best vehicle for learning, compared with traditional training.

    This report focuses on recommendations and suggestions on vocational education and training and lifelong learning strategies related to Azerbaijan political, social and economic environment: without more attention to the reform of education diversification in the economy will not happen. It requires that much more students specialise for the labour market than today. Initial training and college education need to become more attractive and higher education needs to become relevant for the labour market.

    This paper has been elaborated jointly with key stakeholders and is based on a study design that included desk research, data exchange with partner institutions, focus group discussions in April and July 2010 and a validation workshop held in September 2010. Throughout this intensive consultation process, which was facilitated by ETF, the main national stakeholders (representatives from ministries, civil society, employers and experts from the education system) discussed the state of play and made recommendations for improvement. ETF produced the final report based on the key discussion points and messages that emerged.

    This publication inventories education and business cooperation in 29 partner countries and four regions where the European Training Foundation (ETF) is currently working. It looks at secondary and post-secondary non-tertiary vocational education and training (VET) and higher education. The findings should serve national policy-makers in the partner countries, the European Commission and other donors to further develop their policies, programming initiatives and capacity-building measures.

    Inspired by the Copenhagen Process, and drawing on the Open Method of Coordination, the Torino Process is a periodic, participatory analysis of VET systems and policy progress in line with an ETF-designed methodology, which aims to provide a concise, documented assessment of VET reform in each partner country from internal and external efficiency perspectives. It covers the identification of key policy trends, challenges and constraints, as well as good practices and opportunities.
