Key Policy Developments in Education, Training and Employment - Ukraine 2025

Each year, the ETF monitors developments in education, skills and employment in its partner  countries to support informed decision-making by identifying trends, opportunities and challenges. The  results are reported by country, by comparison across countries, and by selected theme. This document is the country-level report (country fiche) for 2025 for Ukraine. Like all ETF monitoring,  it draws on multiple sources of evidence and is the culmination of a year-long process of data  collection, analysis and consultations.
