The Osnabruck Declaration

The Osnabrück Declaration paves the way forward for vocational education and training subsequent to the Riga conclusions of 2015. Policy actions for the period of 2021-25 are set out which support the EU's Council recommendation on vocational education and training for sustainable competitiveness, social fairness and resilience.

Vocational education and training is fundamental in developing the skills necessary for individuals and societies to recover from the coronavirus pandemic and to support the digital and green transitions to facilitate economic growth and innovation. Partnership with employers and trade unions is recognised as fundamental component in fulfilling the Declaration's objectives.

The ETF will support the implementation of actions in the Osnabrück Declaration in the EU's candidate countries working closely with its sister EU agency Cedefop which will support implementation and undertake monitoring in the EU member states. Both institutions will report annually to the EU institutions.

The main areas of the Osnabrück Declaration are:

1. Resilience and excellence through quality, inclusive and flexible VET

2. Establishing a new lifelong learning culture – relevance of continuing VET and digitalisation

3. Sustainability – a green link in VET

4. European education and training area and international VET.

 

The Torino Process

The Torino Process is a periodical assessment cycle measuring the effectiveness of VET system reforms in our partner countries. Launched in 2010, the five reporting rounds since then have provided an overview of progress in VET policy development, and helped to identify future priorities. 

The sixth round starting in 2022 introduces new elements to increase the impartiality of the analysis, improve the quality of the final assessment report, and adapt the timeline to ensure greater flexibility for national and regional contexts. The final assessment, carried out by the ETF, feeds into partner countries’ national policy dialogue and policy monitoring processes, as well as EU and ETF programming. It also supports programming and monitoring at regional level, and promotes peer learning.

The Torino Process focuses on quality assessment of VET policy from the perspective of lifelong learning, and draws on four principles:

  • Ownership
  • Participation
  • Holistic analysis
  • Evidence-based.

At national level, these principles underpin a participatory dialogue and evidence collection process, undertaken and owned by each country. Their findings form the basis for an assessment report by the ETF, presented back in the country for discussion, leading to recommendations for policy and potential follow-up actions.

At regional level, cross-country reports and events feed into EU policy dialogue, processes, and programmes. The regional meetings offer an important opportunity for peer learning and sharing of experience and best practice. These activities lead to the development of a valuable international community, creating opportunities to discuss trends and the future of skills at a high level.
