    Improving the quality and availability of vocational education and training (VET) can help provide people with the right skills that meet employers’ needs.

  • Support to the EU

    The ETF provides support to EU institutions and Delegations for the different phases of the EU external assistance project cycle and for policy dialogue enhancing the external projection of EU policies in the field of human capital development.


    Qualifications are a priority because, as geographical and occupational mobility increases, people need a clear and trusted way to demonstrate their competence to perform a job.

  • Torino Process

    Inspired by the Copenhagen process and the 2010 Bruges Communiqué, the Torino Process is a biennial participatory, evidence-based review of Vocational education and training (VET) systems and policies. It requires partner countries’ active participation and involvement.

  • Employment, Employability and Mobility

    The ETF has devoted increased attention to labour market issues in the past years. This project is regrouping these activities under one aegis with a coherent approach to labour market, skills development and mobility issues.

  • Entrepreneurial learning and enterprise skills

    Building a more entrepreneurial culture and supporting entrepreneurs to start and grow businesses can have a positive impact on a country’s economy in terms of competitiveness and jobs. The education and training system is critical in addressing both areas and is an important feature of EU policy.


    The ETF helps reform governance systems in vocational education and training (VET) in partner countries to make policy outcomes more effective, efficient and relevant. The ETF follows the principles of good and multilevel governance, subsidiarity and territorial cohesion.
